What non-electrical door closer is suitable to stay open for a wheelchair user?

There are two door closers you might consider for this application, one is the Geze TS4000 S which has delayed action.  The delayed action can be set to give up to 90 seconds delay before the door closes, which may be time to permit disabled access.  The second door closer to consider is the Geze TS5000 with an optional extra mechanical hold open device.  This device is set into the guide rail and will hold the door open until the door is given a physical pull to start the close.
